FIELD APPRAISER 
BARBER COUNTY JOB DESCRIPTION
CLASSIFICATION TITLE: FIELD APPRAISER


DEPARTMENT:    Appraiser
JOB CODE:            
FLSA STATUS:    Non-Exempt
REPORTS TO    :    Asst. County Appraiser

FIELD APPRAISALS 
Conduct field appraisals of vacant, residential and agricultural properties in assigned area of Barber County. Visit each property site and collect all required data for annual 17% recollect. Update appraisals records as needed. Analyze data to formulate estimates of value for appropriate classes of real estate.  Maintain values to conform to statutory sales ratio requirements within assigned areas of County.

APPEALS
Assist in researching and developing detailed information relating to specific properties under appeal. Gather all information and complete a preliminary study of basis of complaint including validation of existing appraisal data. May represent the County at Small Claims and assist in preparations for Court of Tax Appeal hearings. 

DATA COLLECTION
Visit each property site and collect all required data for annual 17% recollect.  Maintain permits and data collect information relating to specific properties included in permits.  Photograph parcels and download images to appropriate files.

DATA ENTRY
Responsible for data entry of individual and commercial property.

FINAL REVIEW 
Conduct review of vacant, residential and agricultural properties prior to mailing of change of value notices. 

SALES VERIFICATION
Verify sales that have occurred in assigned area of County. Investigate the circumstances surrounding each sale to determine the validity of the sale according to generally accepted appraisal principles and Property Valuation Division guidelines. Conduct field checks to verify all property characteristics and subjective data fields are correct.  Update property records as necessary.  Photograph valid sales and download images to appropriate files.

PUBLIC CONTACT 
Responsible for answering telephone, meet with taxpayers and taxpayer representatives for the purpose of answering questions, verifying data and generally informing the public as to the purpose and function of the County Appraiser's Office. Greet and help customers at the counter as needed.

MINIMUM QUALIFICATIONS 
A proven ability to work with the public in a congenial and professional manner is required.
  1. Experience in reading and interpreting legal descriptions is preferred.
  2. The ability to read and interpret blueprints and construction drawings is preferred.
  3. General knowledge of construction practices and terminology is preferred.
  4. Knowledge in PC-based computer programs for word processing, spreadsheet and statistical analysis.
  5. Must possess a valid Kansas driver’s license.
  6. Must be able to pass a county pre-employment drug test.

ESSENTIAL MENTAL FUNCTIONS 
Ability to analyze facts and to make sound judgments when formulating estimates of value for all classes of Real Estate. Ability to listen to information and instructions and apply them to new situations is utilized in analyzing data and researching appeals. Ability to see differences in small details required when conducting field appraisals. Ability to solve arithmetic problems involving operations with whole numbers, decimals, percents, and simple fractions needed in formulating value of property.

ESSENTIAL PHYSICAL FUNCTIONS
Must have fine and gross manual dexterity required to operate computer and telephone. Ability to communicate ideas by means of the spoken word when meeting with taxpayers and taxpayer’s representatives.  Must be able to see at least 20 feet in order to conduct field appraisals.  Ability to climb ladders, stairs, scaffolding, ramps and the like, using feet and legs and/or hands and arms is required when conducting field appraisals. Must possess eye/hand/foot coordination sufficient to drive vehicle to appraisal sites.
